Can anyone explain why a DSL connection with both IE and FIrefox cant upload to YouTube in less than one hour?

Can you answer lapointetj’s question about DSL?:

I live in Vermont with a standard 2MB Verizon DSL connection. With no one in the house on any other PC, and without running any other program, I can’t upload any videos to YouTube. I’ve used both Internet Explorer and Mozilla Firefox, but I refuse to download any programs or do any tweaks to my connection. Suggestions?
